EPF Wage Ceiling Hike to ₹21,000 — Employer Action Required
The proposed EPF wage ceiling revision from ₹15,000 to ₹21,000 will increase employer PF contributions for employees in that salary band. Prepare payroll now.
What Changed
The Government of India has been actively progressing the revision of the EPF statutory wage ceiling from the current ₹15,000 per month to ₹21,000 per month. The revision has been discussed in Parliament and is expected to be notified via gazette shortly.
Once notified, this will be the first wage ceiling revision since 2014.
Who Is Affected
- Employers with 20 or more employees (EPF-registered establishments)
- Employees with basic + DA between ₹15,001 and ₹21,000 — this is the newly brought-in bracket
- Contract labour principals whose billing rates are tied to PF contribution costs
Employees already contributing on full actual salary above ₹15,000 are unaffected.
What Changes on Your Payroll
For every employee in the ₹15,001–₹21,000 basic + DA band:
- Employer PF contribution increases from 12% × ₹15,000 to 12% × actual basic (up to ₹21,000)
- Employee PF deduction increases by the same amount
- Employee take-home pay decreases unless CTC is restructured
Action Required
- Pull a headcount report: filter all employees with basic + DA between ₹15,001 and ₹21,000
- Calculate the revised monthly employer + employee PF outflow for each
- Update CTC letter templates — offer letters quoting a fixed PF amount will be factually incorrect post-revision
- Test your payroll software with the revised ceiling before go-live
- Watch for the official EPFO gazette notification — do not implement early
